INDIANOLA, Iowa (AP) ? Republican presidential hopeful Rick Perry said Wednesday that he has "always struggled" with his position on abortion and clarified remarks he made a day earlier to indicate he would allow abortion if a woman's life were at risk.
The Texas governor, campaigning hard in the final week ahead of Iowa's lead-off Jan. 3 caucuses, had told a pastor Tuesday that he had undergone a "transformation" on abortion rights after meeting a woman, Rebecca Kissling, who said she was conceived during a rape. She was featured in former Arkansas Gov. Mike Huckabee's anti-abortion documentary, "The Gift of Life," and Perry attended its Iowa premier.
A day later, Perry said he opposes abortion rights in cases of rape and incest, but would allow the legal procedure if the pregnancy threatened the mother's life.
"I think I've always struggled with that issue," Perry told reporters after meeting with voters in a sports bar. "After I went to see the movie a 'Gift of Life' and had a conversation with Rebecca Kissling, and I really thought about this through the Christmas holidays and that's the conclusion I came to."
Asked if a mother's life was the only instance when he would allow abortion, he was concise as he boarded his bus: "That's correct."
In his push before Iowa holds its first caucuses, Perry is playing up his social conservative credentials. But his late shift on abortion drew questions about what exactly he believed on the issue many Iowans make their top priority.
A Time-CNN poll released Wednesday showed only 19 percent of those likely to caucus view cultural issues such as abortion and gay rights were unimportant to their selection of a candidate. A separate New York Times-CBS News poll earlier this month said 32 percent of likely Republican caucus-goers said they would not support and candidate who changed positions on abortion.
In Osceola on Tuesday, Perry told a voter he had changed his view.
"You're seeing a transformation," Perry said. "That transformation was after watching the DVD 'Gift of Life,' and I really started giving some, some thought about the issue of rape and incest, and some powerful stories in that DVD."
He cited Kissling during that meeting at an electric co-op.
"When the lady who was in it was looking me in the eye and saying, 'You need to think this through,' she said, 'I am the product of a rape' and she said 'my life has worth,'" Perry said. "It was a powerful moment for me."

A luxury ?50million holiday village is being planned in the Welsh countryside ? especially for Chinese visitors.
Developers are hoping to lure thousands of wealthy tourists from the booming Far East to the complex which will boast a 100-bed hotel and 80 plush holiday homes.
Britain attracted more than 110,000 holidaymakers from China last year ? up 23 per cent on the previous? year ? and they spent an estimated ?184million.

Pantglas Hall, once the largest house in South Wales, became an asylum in the 1960s before a small fire in the basement. It was sold again and taken to pieces so its bricks could be used on a hotel in Southern England
Dinefwr Park is a local attraction known for its history and landscape.
It is host to Roman forts and a medieval castle alongside two towns and a herd of White Park Cattle.
Castle Woods nature reserve is nearby in the parish of Llandyfeisant there are the remains of Dinefwr Castle, ones home to the government of Wales.
It is believed construction of the castle started in the 9th century but there are no remains from this period and it was rebuilt between 1155 and 1197.
Gelli Aur country park is host to fallow deer, a private mansion with a history stretching 500 years and an arboretum that has been growing and worked on since the 1860s.
The parish church of Llandeilo, St Teilo's, has an impressive tower that is from late medieval times and construction on the rest of the church was finished in 1850.
Twelve miles away is the county town of Carmarthen which has a museum, the Oriel Myrddin and King Street galleries, a theatre, Carmarthen Quins rugby club and the Llangloffan Cheese farm.
A recent indicator of the phenomenon was the large contingent of Chinese shoppers snapping up designer goods at the post-Christmas sales.
Now the first purpose-built holiday centre at a 22-acre site at Llanfynydd, Carmarthenshire, West Wales, is aiming to cash in on the trend.
It will cater for up to 20,000 visitors a year and is expected to include signs in English, Cantonese and Mandarin, and train staff in Chinese customs.
Maxhard Ltd plans to build its resort at Pantglas Hall, where a timeshare complex of 25 Swiss-style log cabins already exists.
The five-storey hotel would incorporate a Grade II listed tower ? the only structure left standing from the original 1830s hall.
The holiday homes would be built in a modern, urban style which the developers believe is ?what would be expected? by its clientele. ?
The plans, which also include a three-storey 220-space car park, ten shops and a swimming pool, are facing fierce opposition from locals who claim the development will have a negative effect on the rural community.
Councillor Meirwen Rees said: ?What advantage is it going to bring to Llanfynydd? It?s not for local people, is it? It is for Chinese holidaymakers.?
A spokesman for Maxhard, which has offices in China and the UK, described the project as ?a luxurious development for a select international clientele, mainly from China, looking to? enjoy a tranquil Welsh retreat?.

Every day,?Bay News 9's Real Time Traffic uses cameras to give you a glimpse of what your commute looks like before you hit the road.
With?a new and improved?Florida Department of Transportation?5-1-1 app, drivers can see the same images on?their smartphones?before?their?morning -- or nightly -- commute.
St. Pete College student Deandre Callins has a Blackberry, but the?basic?traffic information he gets on his phone isn't cutting it.
"Usually, it will take an hour or two for them to clear an accident, and I might be able to (see that), but by then it could have been over. It might have cost me an extra 30 to 35 minutes to work or something," Callins said.
The FDOT's website has been offering iPhone and iPad users current traffic?cameras for a couple of months. Now, the department is upgrading?its 5-1-1 app.
"We have the camera images now on the new app for iPhone or iPad products and these are the same cameras that I use every day," FDOT spokesperson Kris Carson said. "You can see construction. You can see what the bridges and the roads look like. It's very cool."
The images on the app are not streaming video, only still shots of the current camera view on a given camera view. To make?using the app?easier, there is a voice function that will read the accidents to you.
"Planned construction on Interstate 275 northbound, beyond mile marker 35. Right lane blocked," the app read in a test of the voice function.
The FDOT's message is "Know before you go," so the app is not designed to be used while you're driving.
Callins said he's ready to try out the new app in his daily commute.
"I travel a lot between school and Largo (and) Clearwater. Every now and again, I have to go to Tampa or Lakeland. This will help me a lot more," he said.
Right now the application is available in the iTunes store for free for?Apple products. The app can be found by searching iTunes for?'Florida 511'.
For Android users, it's not in your market just yet. According to the FDOT, the 5-1-1 app will be available for Android users sometime in 2012.

COUNCIL BLUFFS, Iowa ? Mitt Romney cruises down two-lane blacktops, past combines churning up clouds of dust harvesting corn, on his way to one more gathering, one more step on a long journey.
Four years ago, he thought these farm fields would lead to the White House. Iowa, instead, turned out to be the beginning of the end. Weeks after an embarrassing loss here, his campaign folded before the snow had even melted. Romney's now back, more casual but still cautious, making his sales pitch: In these hard times, America needs a leader who understands balance sheets and budgets.
"I love business," the candidate says with a grin, addressing a storefront gathering of the local chamber of commerce. "I want America NOT to be the most regulated, taxed and burdened place in the world but the most attractive...."
This is the image that Romney wants to project: The take-charge CEO, at ease discussing trade pacts, China's currency and ethanol subsidies. The turnaround artist who ran a state government, revived businesses that had lost their way and rescued an Olympics. The guy who, simply, understands money and knows how to create jobs.
But nearly two decades after his political debut, the Mitt Romney story is not that simple. As a man who has straddled the worlds of business and government, Romney has a long, sometimes puzzling record of changing positions that make it hard to pin down who he really is.
There's the self-described conservative who, as governor of liberal-leaning Massachusetts, pushed through a mandatory health insurance plan and thanked Ted Kennedy for his help.
There's the politician who has changed his views on abortion, guns and tax pledges.
There's the candidate who boasts of being a political outsider but has poured tens of millions of dollars of his vast personal wealth into four campaigns in 17 years ? planning for or running for president virtually nonstop since 2007.
It's a resume opponents ? on both sides of the aisle ? have pounced on. Former Utah Gov. Jon Huntsman calls his rival a "perfectly lubricated weather vane." David Plouffe, the president's campaign adviser, says if Romney "thought ... it was good to say the sky was green and the grass was blue, to win an election, he'd say it."
At a recent Michigan debate, Romney defended himself.
The moment came when one of the moderators noted that Romney ? son of an auto CEO and a one-time presidential candidate ? had criticized Washington for not helping the ailing auto industry four years ago. Then he opposed a government bailout, saying Detroit should go bankrupt. But when the automakers became profitable (after receiving federal aid and filing for bankruptcy), he said the president had embraced his plan.
How, the questioner wondered, was that consistent?
Romney answered by pivoting from autos to his personal history: He cited his 42-year marriage, 25-year tenure at one company and lifelong membership in the Mormon church.
"I think," he said evenly, "people understand that I'm a man of steadiness and constancy."

Mitt Romney, the person, can be almost as difficult to describe as Mitt Romney, the politician.
He's formal and reserved. Relaxed and funny. It just depends on who you ask.
"He's friendly, he's amiable but he's very hard to penetrate," says Charlie Baker, a lawyer, Democratic strategist and chief campaign adviser to Kennedy in his 1994 race against Romney. "You don't get a sense of who the real person is. You know he was a businessman. You know he's a good family guy. You don't get a sense of `What does he think of the Red Sox?'"
Friends, though, paint a warm picture of a devoted husband and father (he and his wife, Ann, have five sons and 16 grandchildren), an approachable guy who enjoys "American Idol," the Beatles, the movie, "O Brother, Where Art Thou?" ? and a good laugh.
Cindy Gillespie, who worked with Romney at the 2002 Winter Olympics and was a top gubernatorial aide, recalls that one time a trooper traveling with the governor short-sheeted his hotel bed as a prank. Romney, realizing what had happened, wrote a bogus letter to himself on hotel stationery pretending to be the manager, apologizing and saying the maid had been fired. When the trooper found out, he was stunned. Only then did Romney reveal it was a joke.
Romney has a caring side, too, Gillespie says. Though they hadn't known each other long when they started working together at the Olympics, he called her every day when her father lapsed into a coma after being hospitalized for heart surgery.
"It meant my new boss was somebody who was truly concerned about me," she says. "All the talk you normally hear in the business world that family matters ? it really did for him. ... Even in the middle of everything going on (with the Olympics) ... he took the time to listen."
Though friends and critics see Romney differently, both sides agree he learns from his mistakes. The uncertain Senate candidate became a more assured gubernatorial aspirant. The 2012 presidential contender is much smoother than the 2008 version.
At 64, Romney still looks like he could model for a Brooks Brothers catalog, though he's more J. Crew these days, wearing open-collar shirts and khakis. And other than touches of silver at the temples, he hasn't changed much since People magazine included him on its 50 Most Beautiful list in 2002.
With a reported wealth of between $190 million and $250 million, Romney has tried to connect with average voters, tweeting about the joys of flying Southwest Airlines and eating at Subway and Carl's Jr. ? comments quickly lampooned in the blogosphere.
And when Romney, who has a $12 million beachfront home in LaJolla, Calif., criticized the president and said the country needs a tax policy to help the middle class ? "the great 80 to 90 percent of us in this country" ? comic-satirist Jon Stewart struck. He quipped that Romney "wouldn't be middle class at an OPEC meeting."
As a candidate, Romney follows a script: He casts himself as a problem-solver, lacing speeches with statistics and business terms. He quotes Ronald Reagan and uses phrases such as "gosh" and "heck." He pledges U.S. dominance with an "American century."
On the trail, Romney can be wooden and seemed to acknowledge his oratorical limitations when asked at a recent town hall meeting in Sioux City to identify his (and the GOP's) biggest weakness:
"One of the things my party needs to do better, and I'm sure I need to do better as well ? something I learned from my first campaign ? is to make sure we communicate our message clearly," he said. "Gosh darn it. We don't do a good job of that." Then addressing himself, he added: "'Come on, Mitt. Come on Republicans. Do a better job of communicating our message.'"'

Willard "Mitt" Romney ? named after his father's friend, J. Willard Marriott, the hotel magnate ? grew up understanding the cross-pollination of politics and business.
His father, George Romney, was CEO of the now-defunct American Motors Corp. when Detroit was flourishing in the 1950s and early 1960s. He then served three terms as Michigan's governor. (His mother, Lenore, was an unsuccessful U.S. Senate candidate.)
As a young man, Mitt Romney saw close up how the campaign spotlight can be unforgiving, a single gaffe devastating. When the elder Romney was running for president in 1967, he faltered famously when he declared he'd originally supported the Vietnam War ? he became an opponent ? because of a "brainwashing" by the U.S military. He eventually dropped out.
Mitt Romney was raised in the affluent Detroit suburb of Bloomfield Hills and attended Cranbrook, a private boys' school where he was known as a jokester, a solid student and a determined, if not natural, athlete.
Eric Muirhead, then captain of the school's cross-country team, remembers when they were seniors and Romney, then new to the squad, was the final runner one day in a 2-mile race. Romney, he recalls, stumbled and kept getting back up, refusing to quit, eventually crossing the finish line as the crowd cheered.
"That was the single most impressive race I had ever witnessed," Muirhead says. "He's tough. He's a fighter. He kept getting stronger and stronger and stronger. He finished every race he ran that season."
Romney enrolled in Stanford, then served as a Mormon missionary in France, where he was involved in a car accident that killed one of his passengers. He was so severely injured that a police officer assumed he was dead. The other driver was at fault.
When he returned home, Romney attended Brigham Young University and married his high school sweetheart, Ann Davies, who converted to Mormonism. He once described himself as a "true-blue through-and-through" believer; in Massachusetts, he was a bishop and lay leader in the Mormon church, offering pastoral advice.
Four years ago, Romney worked to reassure voters, especially evangelicals suspicious of Mormonism, that he was a Bible-reading Christian. He also delivered a faith-and-values speech, saying he would "not confuse the particular teachings of my church with the obligations" of the presidency and would maintain a firm separation between them.
This time, Romney's focus has been the economy as he trumpets his business credentials and criticizes President Barack Obama. He's suggested the president is an elitist who gets foreign policy advice from the "Harvard faculty lounge" ? though Romney, himself, has joint law and business degrees from Harvard (and though Romney held a fundraiser this spring at New York's Harvard Club.)
After Harvard, Romney eventually joined Bain & Co., a Boston-based consulting firm, where he quickly emerged as a rising star. He was asked to lead a spinoff, Bain Capital, a private equity firm that provided management consulting and launched and revitalized promising companies. Romney has touted Domino's Pizza, Sports Authority and Staples among the successes.
But Bain's record of acquiring, then selling companies also had some agonizing consequences ? plant closings, layoffs and bankruptcies. In a 2007 New York Times interview, Romney, reflecting on the cutbacks, said: "Sometimes the medicine is a little bitter, but it is necessary to save the life of the patient."
In a recent debate, Romney said Bain had invested in about 100 different companies, "not all of them succeeded" but "tens of thousands of jobs" were created.
A Washington Post fact-check concluded Romney's record "proves that he can produce staggering returns for investors" but said the campaign offered "no definitive proof that Bain added more jobs that it eliminated" during his tenure.
Romney's work at Bain cemented his business reputation. It also helped make him very rich.
In 1994, he took a plunge into politics at the deep end. He challenged Ted Kennedy.

"He wanted to look a lot like Kennedy, without being Kennedy," says Paul Watanabe, a political scientist at the University of Massachusetts in Boston.
In fact, Romney wrote a letter to a gay Republican group in Massachusetts during that campaign saying he'd "provide more effective leadership" on gay rights issues than Kennedy.
Some moderate positions Romney staked out then ? and later when running for governor ? have long given way to more conservative ones.
The one-time defender of abortion rights now believes the U.S. Supreme Court should reverse Roe vs. Wade and return the issue to the states to decide on the legality.
The Senate candidate who said in 1994 he did not "line up" with the National Rifle Association signed up for a lifetime membership in the group 12 years later, as he was considering his first presidential run.
The gubernatorial candidate who said in 2002 that he opposed tax increases but would not sign a no-tax pledge, signed one when running for president five years later, boasting about it and criticizing his rivals for not doing so.
To Romney, these shifts were a natural evolution. To critics, they were political expediency to fit an increasingly conservative GOP.
Romney tasted defeat in his first campaign but found a new outlet for his management skills. He took over the floundering, scandal-ridden Salt Lake Olympic Games and is credited with turning them into a financial success.
Gillespie, his former aide, says Romney bucked up a demoralized staff, recruited people with Olympic experience, and tackled problems with an orderly management style that involved asking probing questions.
"When somebody says, `Look, this is the way it's always done,' his first reaction is going to be, `Not necessarily. Let's talk about why,'" she recalls. "There's a really intense challenging of the status quo."
Romney's revitalized image and accolades served as a springboard into the Massachusetts governor's chair, where even critics say he was good in a crisis.
Beth Myers, his then-chief of staff, describes Romney as someone who "wants the facts and figures but he wants to hear it from the smart people who know their stuff."
As governor, Romney began moving right on social issues. He announced, for instance, his opposition to abortion. At the same time, he started eyeing a bigger prize ? the White House.
As head of the Republican Governors Association, Romney traveled the country, making connections, gaining exposure and distancing himself from blue-state Massachusetts.
But it was back in Massachusetts where he captured the national spotlight for his landmark universal health care law ? a partial blueprint for Obama's plan. Both have an individual mandate that requires everyone to carry health insurance, an element that conservative Republicans denounce as Big Brother intervention.
Romney defends the law as "a state solution for a state problem" and vows to repeal Obama's plan.
That limited endorsement disappoints Jon Gruber, professor of economics at MIT who consulted on the Massachusetts health plan: "He's the hero of health care reform if he likes it or not," he says. "I hope 20 years from now ... he can sit back and appreciate what an amazing thing he did ... even if he feels now he has to run away from it."
A time 20 years from now, though, is not Romney's focus. He concentrates instead on the trail ahead and on the challenges raised by a string of contenders, one after another. Still, he cannot avoid questions about how he has changed and where he stands on this or that.
Always, he has a ready reply, as he did at a New Hampshire editorial board:
"I'm as consistent," he said, "as human beings can be."

LONDON (AP) ? It will be a traditional Christmas weekend for Queen Elizabeth II's extended family, which now includes the former Kate Middleton, with the quiet holiday break to be followed by a year's worth of festivities to mark the queen's 60th year on the throne.
Most of the senior royals, including Prince William and his wife, now formally known as the Duchess of Cambridge, will be dispatched across the globe to help the aging monarch celebrate her Diamond Jubilee in grand style.
Elizabeth and her husband, Prince Philip, are planning to mark the event with a series of tours throughout England to culminate with a celebration in London in early June that will include an unprecedented pageant on the River Thames with up to 1000 boats taking part.
In a carefully choreographed scenario, the flotilla will be led by the queen aboard the Royal Barge.
"They're hoping the Diamond Jubilee will be as successful as the Golden Jubilee in 2002," said Joe Little, managing editor of Majesty magazine. "The media then thought the public wasn't interested, but by the big weekend there were 1 million people in the streets celebrating. I think that will happen again."
He said the queen was surprised by the outpouring of affection in 2002.
"Even after 60 years she is very self-effacing, and she's always amazed when people turn out to celebrate her achievements," he said. "You'd think by now she'd know how loved she is."
The Diamond Jubilee will mean extra overseas travel for many royals: Prince Charles and his wife Camilla will jet off to Australia, Canada, New Zealand and Papua New Guinea; William and Kate will represent the queen in Malaysia, Singapore, the Solomon Islands and the tiny island of Tuvalu; while Prince Harry is being sent to the Caribbean to tour Belize, Jamaica and the Bahamas.
The queen and Philip plan a series of trips throughout England, Scotland, Wales and Northern Ireland from late March to mid-July. She is then expected to help open the Olympic Games in July before beginning her summer holiday.
With so many public events planned, it is not surprising that most of the Christmas festivities will be held in private at Sandringham, the queen's sprawling estate in rural Norfolk.
Palace officials said Friday that the royals plan to attend a Christmas service at the Church of St. Mary Magdalene on the estate grounds. This gives well-wishers a chance to see the royals briefly, and also provides photographers a chance to snap pictures of the queen ? and Kate.
The family traditionally exchanges gifts at Sandringham on Christmas Eve.
After the church service, the royals usually walk on the grounds, have a gala lunch, and gather to watch the queen's prerecorded television broadcast, a tradition that began with a radio address by King George V in 1932.

(Reuters) ? Injured Pittsburgh quarterback Ben Roethlisberger will definitely not start and probably will not play at all on Saturday when the Steelers host the St. Louis Rams, the National Football League team said on Friday.
Roethlisberger, who has a badly sprained left ankle, will be replaced by back-up Charlie Batch in the starting role, the Steelers said.
Roethlisberger was listed as questionable for the game.
Despite the injury that has limited his mobility, the two-time Super Bowl winner started Monday's game at San Francisco and passed for 330 yards but was intercepted three times in the 20-3 loss to the 49ers.
Coach Mike Tomlin decided to go with Batch against St. Louis, though, with the Steelers (10-4) already having clinched a playoff berth. They remain in the race for the AFC North Division title.
Batch, 39, has compiled a 4-2 record with the Steelers over the past six years. His last start came in October 2010.

COMMENTARY | Attorney General Eric Holder believes one of the reasons why he, and President Barack Obama, are pursued so strongly by opponents is because of race, according to his comments to The New York Times. Even though his interview happened almost a week ago, his comments are being blasted now by members of Congress who are looking into issues such as Fast and Furious, according to Fox News. As a political consultant, I see Holder's statement as the ultimate sign of weakness.
Do not get me wrong; I do believe race can play a part in political pressure as I have seen it firsthand. That an African American is in the White House did not eliminate racism from America or American politics. There is as much racism in America as there was before the previous presidential election and there will probably be the same amount of racism after the next election. The act of pulling the race card is the issue.
By bringing race into his defense, Holder has given people a point to use against him. The race card is being used to trivialize the investigations going on and make them look unimportant. This can either be interpreted as a way to deflect the investigations or as the last card Holder and President Obama have left. Either interpretation makes the attorney general appear as someone who is unable to deal with the politics of an investigation.
The worst-case scenario would be for the Democrats and/or the White House to back Holder on the assumption that race is progressing the investigations. The worst case would be for the Democrats and the White House to allow actions to be taken to bring race fully into the next election. If you thought the Occupy Movement was a rough patch in recent American history, a war of words over racism and the election could be the biggest headache in recent memory.
The best actions for the White House to take right now would be to either admonish Holder for his comments or to ask for him to step down from his position. If President Obama wants the rest of the investigations to go as smoothly as possible, he should send a message that he does not support the race card in this instance. Unless, or course, he wants the card played as well to help his chances next year.

Researchers have built an Android app that sails right past the smartphone software's permissions protocol and could enable a hacker to install and run corrupt code on a target's mobile device.
The proof-of-concept app, as described in a blog post by the security firm ViaForensics called "No-permission Android App Remote Shell," gives its creators remote access to an infected Android device. The app exploits Android's permissions system, which is designed to put security in the hands of customers by giving them explicit control over what capabilities each app can perform.
This is yet another blow to Google's massively popular but vulnerable smartphone operating system, which has been hit with a multitude of malware attacks in the past few months.
The ViaForensics app, as shown in a video on the company's website, gave researchers the ability to extract data about the target device and read data form the SD Card and send it back to its server.
Thomas Cannon, director of research and development at ViaForensics, wrote that the functionality the app exploits is not new, and has "been quietly pointed out for a number of years."
"We are using Android the way it was designed to work, but in a clever way in order to establish a 2-way communication channel," Cannon wrote.
Researchers tested the rogue Android app ? it is not a legitimate app in Android's App Market ? on versions from 1.5 up to 4.0 (Ice Cream Sandwich) and said it successfully performed its devious function in all cases.
"In this demonstration Android's power and flexibility were perhaps also its downfall," Cannon wrote. "Other smartphone platforms may not offer the controls we are bypassing at all, and the multi-tasking capabilities in Android allowed us to run the attack almost transparently to the user."

WASHINGTON ? Dick Berner, an official at the U.S. Treasury Department and former Morgan Stanley chief economist, has been nominated by President Barack Obama to head the new Office of Financial Research, the Obama administration said on Friday.
The Office of Financial Research, created by last year's Dodd-Frank Wall Street overhaul law, is a new Treasury Department division with broad powers to collect and analyze data from financial firms to help check for systemic risk.
Berner currently works as a counselor in the Office of Research and Quantitative Studies at the Treasury Department.
He was previously a member of the Economic Advisory Panel of the Federal Reserve Bank of New York, the Panel of Economic Advisers of the Congressional Budget Office, the Executive Committee of the Board of Directors of the National Bureau of Economic Research, and the Advisory Committee of the Bureau of Economic Analysis.
Prior to working in the government, Berner was the chief economist at Morgan Stanley and also worked as chief economist at the Mellon Bank.
The Office of Financial Research has been working to get up and running since the passage of Dodd-Frank. It was created in response to the financial crisis, during which regulators failed to recognize the extent of subprime mortgage exposure throughout the financial system.
"For far too long, those charged with keeping the banking system stable have lacked the data and analytical power to keep up with complex and constantly evolving financial markets and products. The OFR was designed to help understand the factors that threaten our financial system, provide early warnings, and allow regulators to act on that information," said Senator Jack Reed, a senior Democrat on the Senate Banking Committee.
"I hope Mr. Berner can quickly be confirmed because with each day that passes, new financial products and activities go unanalyzed, and could put our economy at risk," he added.
Earlier this year, Treasury Secretary Timothy Geithner tapped Berner to advise him on a wide range of domestic finance issues. His duties at the Treasury Department have included working to set up the new research office.
Berner will need to be confirmed by the U.S. Senate.
Republicans have said they are concerned that the powers of the Office of Financial Research are too far-reaching and that it could become a target for hackers.
In a U.S. House hearing earlier this year, Berner told lawmakers the office would be "accountable and completely transparent" and that data security would be its top priority.
On Friday, Obama also nominated Nancy J. Powell to serve as an ambassador to India.
"These fine public servants both bring a depth of experience and tremendous dedication to their new roles," Obama said in a statement. "Our nation will be well-served by these individuals, and I look forward to working with them in the months and years to come."

ENGLEWOOD, N.J. ? An actor who appeared on stage at London's Globe Theatre and on television in "Sanford & Son" has died in New Jersey.
Graham Brown was 87.
Actress Barbara Montgomery often appeared with Brown on the stage and had power of attorney on his behalf. She says he died Tuesday of pulmonary failure at the Lillian Booth Actors' Fund Nursing Home in Englewood.
Montgomery says Brown was meticulous and was a gentleman.
Brown often appeared in stage productions of the New York-based Negro Ensemble Company and was a founding member of the Guthrie Theater in Minneapolis.
He played a school principal on the 1970s sitcom "Sanford & Son" and a judge on "Law & Order." He also had roles in movies including "Malcolm X," "Clockers" and "The Muppets Take Manhattan."

WASHINGTON?? The last American prisoner in Iraq, a Hezbollah commander linked to the kidnapping deaths of four U.S. soldiers, was turned over to the Iraqi government Friday, the White House said.

U.S. officials have long feared that such a transfer would lead to Ali Mussa Daqduq's release from prison. But his case became enmeshed in both international diplomacy and the Washington political debate over how best to prosecute suspected terrorists.
Under President George W. Bush, prosecutors had planned to someday charge Daqduq in a U.S. criminal court. But those plans were scrapped after Obama took office and lawmakers began restricting the president's ability to bring terrorist suspects into the United States for trial.
Many Republicans had wanted Daqduq prosecuted before a military tribunal at the Guantanamo Bay base in Cuba. The Obama administration had hoped a compromise would be to prosecute Daqduq in a first-of-its-kind military commission on U.S. soil.
But the Iraqi government would not let the United States take Daqduq out of the country for trial, White House spokesman Tommy Vietor said.
"We have sought and received assurances that he will be tried for his crimes," Vietor said Friday.
It was not immediately clear what charges he could face. The U.S. has said he was part of a brazen raid in which four American soldiers were abducted and killed in the Iraqi holy city of Karbala in 2007.
'A new chapter': US officially ends Iraq war
Iraq has had a shoddy record on detainee security. Last year, just a week after the U.S. turned more than 1,000 detainees at its Camp Cropper prison over to Iraqi control, four al-Qaida-linked detainees escaped. An investigation showed that the detainees had inside help.
That had lawmakers worried that Daqduq would return to Hezbollah soon after his transfer. Shortly before the White House announcement, Sen. Mark Kirk, a Republican, was gathering signatures on a letter to Obama.
"Daqduq's Iranian paymasters would like nothing more than to see him transferred to Iraqi custody, where they could effectively pressure for his escape or release," Kirk wrote. "We truly hope you will not let that happen."
Sen. Saxby Chambliss, Republican vice chairman of the Senate Select Committee on Intelligence, fumed over the release of Daqduq.
"Rather than ensure justice for five American soldiers killed by Hezbollah terrorist Ali Musa Daqduq, the administration turned him over to Iraq, once again completely abdicating its responsibility to hold on to deadly terrorists. Given Iraq's history of releasing detainees, I expect it is only a matter of time before this terrorist will be back on the battlefield."
Vietor said a trial at Guantanamo Bay was never an option, either for the Iraqis or for the administration.
"The policy of this administration, because we believe it's in our national security interest, is to close the detention facility at Guantanamo Bay, not add to the population," he said.
Two Iraqi officials, speaking on condition of anonymity because they were not authorized to discuss the case, said Daqduq was in the custody of Iraqi judiciary authorities in Baghdad. Daqduq will stand before an Iraq investigative judge, one official said. Investigative judges decide whether there is enough evidence for a trial and recommend specific charges, somewhat like a grand jury does in the U.S. system.

MIAMI ? Grammy-winning reggae star Buju Banton claims in an appeal of his federal drug conviction there was not enough evidence to prove he was involved in a cocaine conspiracy.
The appeal filed Friday by attorney David O. Markus also says Banton was relentlessly pursued by a federal informant seeking a $50,000 government payday. Markus says that resulted in improper entrapment.
Banton, whose real name is Mark Myrie, is serving a 10-year prison sentence following his February conviction on cocaine conspiracy and trafficking charges. A related gun charge was tossed out by a judge.
Banton is extremely popular in his native Jamaica and won a Grammy for his latest album shortly before his drug conviction.
It will likely be months before the Atlanta-based 11th U.S. Circuit Court of Appeals issues a decision.

LONDON ? Britain's unemployment hit its highest level for 17 years Wednesday, with women and young people bearing the brunt of the deepening jobs crisis in the wake of the government's austerity measures and the economy's general weakness.
Figures from the Office for National Statistics showed that 2.64 million people were unemployed in Britain at the end of October ? that's the highest level since 1994 and 128,000 more than in the previous quarter. Following the increase, Britain's unemployment rate is now 8.3 percent, up 0.4 percent on the quarter and at its highest level since 1996.
Unemployment among 16 to 24 year olds increased by 54,000 to 1.03 million ? the highest level since records of youth employment started to be kept in 1992. And the number of women unemployed swelled by 45,000 to 1.1 million, the highest since 1988.
The British government has been heavily criticized for cutting programs that help young people break into the job market, and opposition leader Ed Miliband has said in the past that the country faces having a "lost generation" of people who find it impossible to get work.
Prime Minister David Cameron told lawmakers the government was trying to reduce joblessness.
"Any increase in unemployment is bad news and a tragedy for those involved," he told lawmakers. "We will do all we can to help people back in to work."
The statistics office also revealed that public sector employment had also fallen by 67,000 to just below 6 million ? the first time the level has been that low since 2003.
Cutting costs in the public sector has been a key part of the British government's strategy to reduce the country's debt. It has clashed with public sector unions over its austerity measures, with unions saying the cuts are unfair and hit poorly paid workers the hardest.
Dave Prentis, leader of the public sector union Unison, said the latest unemployment figures showed the government strategy is failing.
"The government continues to ignore the human cost and push ahead with its hard and fast cuts, clinging to the hope that a struggling private sector can pick up the pieces," he said. "These figures deliver a cold hard dose of reality. It is shameful to see that yet again women, who make up the majority of low-paid public sector workers, are the hardest hit by job losses."
The government had hoped that the private sector would create jobs to compensate for those lost in the public sector but the ongoing economic crisis has meant that a number of companies are struggling to stay afloat.
Tour operator Thomas Cook added to the bad news with an announcement Wednesday that it will close 200 stores and cut over 660 jobs in Britain as families with young children decide to stay home instead of holidaying at its all inclusive beach resorts.
Thomas Cook also reported its final year results Wednesday, after postponing their release as it sought new agreements with its creditors. It said its operating profit fell 16 percent to 303.6 million pounds ($471 million.)
Thomas Cook shares are down 6.6 percent to 13.84 pence in late morning trading.
