St. Louis Community College votes not to extend Dorsey's contract

The St. Louis Community College board of trustees has voted not to extend Chancellor Myrtle Dorsey's contract, which ends in June 2014.

The motion to extend Dorsey's contract to 2015 failed on a vote of 3-3, the St. Louis Post-Dispatch reports.

The vote follows controversy over how the college handled an attack on a female student in a restroom on the college's Meramec campus in the spring. Former president of the Meramec campus, George Wasson, resigned following criticism about the incident.

The Special Inspector General for Afghanistan Reconstruction released the latest in a string of reports today on fraud, mismanagement, and wasted US spending in the troubled country.

Last week, SIGAR reported that millions of dollars given to Afghan contractors to place grates over culverts to prevent explosives being hidden inside of them were misspent, likely leading to the deaths of US and other forces when grates were either not installed or installed improperly. At the end of June, SIGAR reported that the Pentagon was moving forward with a $772 million purchase of aircraft for the Afghan military "even though the Afghans lack the capacity to operate and maintain them."

Last year, SIGAR found that despite a US government program to help Afghanistan end money laundering, billions in drug proceeds and stolen aid money continued to flow out of Kabul International Airport.

And those are just the recent findings from SIGAR that have caught my eye. The government's inspector general, created to monitor the billions of dollars flowing to the Afghan war effort, has been churning out high quality reports for years, and if you read enough of them, the picture that emerges is one of weak monitoring, duplicitous contractors, hundreds of millions spent on facilities the US military won't use, or the Afghans don't want, or can't feasibly use.

The long-term impact of all this?

So far, very little, as far as I can tell. SIGAR issues reports and press releases and make itself available to answer questions from the press. Journalists cover the latest release and then it seems like the story vanishes down the Afghan spending black hole. The amount of money being wasted or directed toward the Taliban and other enemies of the US project rarely comes up in the debates over whether the US should consider a full withdrawal from the country at the end of 2014.

What's the latest?

According to the [Stability in Key Areas Program] contracts, contractors would award grants to communities for projects that address sources of instability identified by the community. In September 2012, USAID and the Afghan government agreed that each of the SIKA programs would be a ?quick delivery program,? in which projects identified by the community were initiated quickly but would achieve long-term results. Such projects could include road gravelling, culvert construction, or canal lining. The contracts also state that grants are the ?essential? component to the program and shall be provided to communities. Although USAID had disbursed approximately $47 million for the four SIKA contracts as of March 31, 2013, none of the funds had gone to grants that fund community projects, such as those that are ?labor-intensive or productive infrastructure projects,? as called for in the SIKA contracts to address sources of instability?[emphasis added].

SIGAR places the blame for this on the nine-month delay in an agreement between the United States Agency for International Development (USAID) and the Afghan government to work together.?And while money hasn't been set, SIGAR reports that potential Afghan grantees are experiencing "fatigue" from endless rounds of planning workshops that lead nowhere. The program is, in effect, undermining crediblity and support for the US and the Afghan government, so far. "Such disappointment may actually result in further destabilization and disaffection toward the Afghan government," according to the report.

What happened with the $47 million?

SIGAR says that it has been disbursed to two for-profit contractors working with USAID - DAI of Bethesda, Maryland and Los Angeles-based AECOM. SIGAR says that USAID commented on a draft of the report and updated their figures, showing that $285,000 in disbursements had been made to Afghan grantees as of July 1, "only 0.6 percent of the $46.5 million designated for grants," SIGAR writes.

Most of the money spent so far has been on operational expenses for the contractors, research, and about 150 community workshops and training sessions. All of this for what was meant to be a "quick delivery" program designed to get Afghans to work and improve local infrastructure.

Conducting programs in far-off lands with limited infrastructure and with language and cultural barriers at every turn are hard, particularly when there's a war on. There are plenty of understandable reasons for why these sorts of programs don't pan out as advertised. Yet the spending train continues to steam along.

Money is often pointed to as an important weapon for the US war effort in Afghanistan, much as it was in Iraq.

The Commanders Emergency Response Fund (CERP), cash that senior officers were allowed to dole out without prolonged contracting procedures, was used widely in Iraq, and still is in Afghanistan. In the case of CERP in Iraq, SIGAR's counterpart for Iraq spending said in its final report in July that $370 million was supposed to spent equipping and paying the so-called Sons of Iraq, Sunni militias ? many former insurgents ?who switched sides in 2007 and were a major reason that fighting there cooled.

Did the money go where it was intended? Impossible to say, the Special Inspector for Iraq Reconstruction found.

The chance that a large amount of that money was skimmed off the top by Iraqi and other intermediaries in an environment where "monitoring was weak" is probably close to 100 percent. And if money didn't get to its intended recipients ? former Sunni insurgents who switched sides at great personal risk ? there's a chance that disillusionment among these men partially explains the reinvigorated Sunni insurgency in Iraq.

One wonders if the same problems are plaguing CERP spending in Afghanistan now.

CBS defends handling of 'Big Brother' controversy

(AP) ? The "social experiment" that is CBS' "Big Brother" included appalling behavior this season but the network has responded appropriately, CBS Corp. CEO Les Moonves said Monday.

Contestants have been caught on the reality show's 24-hour-a-day Internet feed making boorish and racially insensitive remarks, and some were aired on one of the show's TV episodes.

"What you see there ... unfortunately is reflective of how certain people feel in America. It's what our show is. I think we've handled it properly," Moonves told the Television Critics Association.

The executive has a unique connection to the series: His wife, Julie Chen, is the host, and Moonves said he makes a point of watching each episode. The network responded when racially oriented comments became an issue with the contestants, he said.

In the online feed, contestant GinaMarie Zimmerman, 32, of Staten Island, N.Y., used the N-word to describe welfare as "insurance" for black people.

Another incident involving Zimmerman was part of the TV show. In an exchange with contestant Aaryn Gries of San Angelo, Texas, Zimmerman said a black house member is "on the dark side, but she's already dark." Gries responded, "Be careful what you say in the dark because you might not be able to see the bitch."

A network disclaimer that was shown on screen read, in part, "At times, the Houseguests may reveal prejudices and other beliefs that CBS does not condone" and which do not represent the network's views or opinions.

The remarks clearly disturbed other contestants on the show. Howard Overby, a youth counselor who is black, said he resisted expressing anger for fear it could hurt his chances in the game.

Broadcast's infatuation with the reality genre, which is both popular and can be cheaper to produce than scripted series, has made it an entrenched part of network schedules. But its pitfalls can include the contestants and their on- or off-screen behavior.

At the dawn of the reality cycle, Fox's "Who Wants to Marry a Multi-Millionaire" drew scrutiny in 2000 over the financial and personal credentials of its centerpiece, Rick Rockwell. "American Idol" has jettisoned contestants who failed to disclose arrest records or have other issues.

Some critics have questioned how real much of reality TV is, given factors including casting and editing that are part of the quest for ratings.

"Big Brother," which gathers contestants in a house to live under the gaze of cameras as they compete to be the last one left, was established as a social experiment when it began airing, and "clearly that's what's happening this year," Moonves said. The series, which debuted in 2000, is based on a Dutch show.

While he finds some of the behavior "absolutely appalling," Moonves said, "it's what our show is."

He was asked if what happened might be the result of the network trying too hard to find outgoing, eccentric contestants for shows like "Big Brother" and "Survivor."

"Obviously, you don't want wallflowers on reality shows. You're going to take people that are interesting. ... Sometimes that leads to controversy," he said.

Referring to the original season of "Survivor," he recalled the casting of Richard Hatch, who is gay, and Rudy Boesch, an older man who "wasn't used to dealing with homosexuals at all."

"Now, these two guys became good friends on the island, and so they are social experiments. Trying too hard? I don't think there's any such thing," Moonves said.

He made an unexpected appearance at the Television Critics Association's summer meeting in place of CBS entertainment chief Nina Tassler, who was unable to attend because she was attending a friend's funeral.

Todos sin excepci?n plasmaban en 140 caracteres la grandeza de Cuba y el amanecer en Santiago.

'Fez II' abruptly canceled after developer Phil Fish explodes in rage on Twitter

Phil Fish, the creator of celebrated indie video game Fez, is notorious for voicing angry, controversial opinions about the state of video games and their development. Today, however, he seems to have ragequit on the entire video gaming community, and has taken the sequel to Fez down with him. On his Twitter account and on developer Polytron's website, Fish has announced that Fez II has been canceled.

Polygon and Joystiq both independently confirmed with Fish that it's not a joke: the game is no more. Developer Polytron also confirmed the cancellation in a tweet to its followers, writing "we apologize for the disappointment."

"Compare your life to mine and then kill yourself."

What happened? It's not clear, and Fish writes that it "isn't the result of any one thing," but the game's cancellation did come at the end of an unprecedented tussle on Twitter. GameTrailers host Marcus "AnnoyedGamer" Beer and Fish got into an argument after Beer called Fish a "hipster," a "tosspot," a "wanker" and a "fucking asshole" on yesterday's episode of Invisible Walls, a GameTrailers video podcast, after Fish refused to answer questions about Microsoft's decision to allow indie developers to self-publish on Xbox One. Fish then lashed out at Beer, claiming that the GameTrailers host had assassinated his character, telling Beer to "compare your life to mine and then kill yourself," and asking him to apologize on camera.

The argument culminated with Fish writing "im done. FEZ II is canceled. goodbye," and locking his Twitter account.

Phil Fish's struggles to bring the original Fez to market were chronicled in Indie Game: The Movie, a documentary film which debuted last summer.

Owner Jacob Ruppert, umpire Hank O?Day, catcher ?Deacon? White to enter Baseball Hall of Fame

One created baseball?s foremost dynasty, one transformed the role of the men in blue, and one notched the first hit in the first professional game.

That?s the impressive legacy of baseball pioneers Jacob Ruppert, Hank O?Day and James ?Deacon? White, who are finally about to receive the recognition they deserve ? induction into the National Baseball Hall of Fame and Museum.

The three men represent the Class of 2013 and they?ve all been dead for more than 70 years, making Sunday?s festivities something out of the ordinary. For only the second time in 42 years, baseball writers failed to elect anyone to the Hall of Fame, sending a firm signal that stars of the Steroids Era ? including Barry Bonds, Sammy Sosa, and Roger Clemens, who didn?t even come close in their first year of eligibility ? will be judged in a different light.

?When December rolled around and the ballots were out for completion, it started to dawn on us that there was a better-than-likely chance that the writers might not come to a 75 per cent vote on anyone this year,? said Hall of Fame president Jeff Idelson. ?Disappointed? Yes, because we feel there are candidates on the ballot who certainly deserved consideration. But surprised? No.?

Approval on 75 per cent of returned ballots is needed for induction, and with pitchers Greg Maddux and Tom Glavine and slugger Frank Thomas eligible for the first time next year, Bonds, Sosa and Clemens figure to be on the outside looking in for a long while.

?I believe that this past year was an aberration ? the first real ballot with some uncertainty among how the voters feel about some of the candidates on it,? Idelson said. ?But looking forward, we don?t believe that this is the norm.?

One thing remains constant ? the awards for those who have chronicled the game. Longtime Philadelphia Daily News writer Paul Hagen was honoured with the J.G. Taylor Spink Award and the family of late Toronto Blue Jays broadcaster Tom Cheek was given the Ford C. Frick Award in a ceremony on Saturday at Doubleday Field. Dr. Frank Jobe, whose groundbreaking surgery on pitcher Tommy John has evolved into a game-changing medical procedure, was also honoured.

The Baseball Writers? Association of America last failed to elect a player in 1971, when former New York Yankees great Yogi Berra fell just short. Back then, the Veterans Committee selected Dave Bancroft, Jake Beckley, Chick Hafey, Harry Hooper, Joe Kelley, Rube Marquard, Satchel Paige and George Weiss.

This time, the 16-member Pre-Integration Era Committee dug deep into the archives to elect an owner, an umpire, and a player who had significant roles in baseball?s earliest decades.

Ruppert, who was born in Manhattan in 1867, went to work for his father in the family brewing business instead of attending college. He also fashioned a military career, rising to the rank of colonel in the National Guard, and served four terms in Congress from 1899-1907 before becoming president of the Jacob Ruppert Brewing Co. upon the death of his father in 1915.

Interested in baseball since he was a kid, Ruppert and Tillinghast Huston purchased the Yankees prior to the 1915 season for $480,000, then proceeded to transform what had been a perennial also-ran in the American League into a powerhouse.

Miller Huggins was hired as manager soon after Ruppert gained control of the franchise, and Ruppert then snared Babe Ruth in a 1919 trade with the Boston Red Sox, a deal that changed the dynamics of the sport. Four years later, Ruppert had Yankee Stadium constructed and ?The House That Ruth Built? became baseball?s mecca. Ruppert also hired general manager Ed Barrow from the Red Sox in 1921, and together they won 10 AL pennants and seven World Series in 18 seasons.

O?Day was born on the rural west side of Chicago in 1859, played ball as a kid with his older brothers, and after completing his education apprenticed as a steamfitter while pitching for several local teams. He turned pro in 1884, but his arm suffered mightily in seven years of action and he retired not long after leading the New York Giants to the National League pennant in 1889 and pitching a complete game to clinch the 19th century precursor to the modern World Series.

During his playing days, O?Day umpired occasionally and was so proficient he was hired in 1895. After working a season in the minor leagues, he joined the National League in 1897 and went on to umpire more than 4,000 games. His greatest contribution to baseball was convincing everyone associated with the game to treat the men in blue with dignity. Despite repeated physical and verbal assaults from players and fans, O?Day maintained his signature code of fairness, often ignoring enormous bribes to favour the home team, and his colleagues eventually adopted his pioneering ways.

White, a barehanded catcher, was one of major league baseball?s earliest stars. In fact, he was the first batter in the first professional game on May 4, 1871, and laced a double. An outstanding hitter, White, who grew up in Caton, N.Y., near Corning, was regarded as the best catcher in baseball before switching to third base late in his nearly 20-year career.

A deeply religious man, White earned the nickname ?Deacon? and was dubbed ?the most admirable superstar of the 1870s? by Bill James in his ?Historical Baseball Extract.? A left-handed batter, White played for the Cleveland Forest Citys, Chicago White Stockings, Cincinnati Reds, Buffalo Bisons, Detroit Wolverines and Pittsburgh Alleghenys. He had a .312 batting average and accumulated 2,067 hits, 270 doubles, 98 triples, 24 home runs and 988 RBIs before retiring in 1890.

White died in 1939 in Aurora, Ill., and six years later Hall of Famer Connie Mack, a teammate of White?s in Buffalo, wrote in a letter that White merited induction.

Now, White?s special day is here, and great grandson Jerry Watkins will speak on his behalf. Dennis McNamara, a great grandnephew of O?Day, will deliver a speech on behalf of the 10th umpire to be enshrined, and Anne Vernon, great grandniece of Ruppert, will speak on behalf of the family.

Forty of the 62 living Hall of Famers are expected back and will be part of something special. Twelve men elected between 1939 and 1945 will be celebrated, and returning Hall of Famers will read the text of those players? plaques in their honour. None of those 12 inductees, which include Lou Gehrig and Rogers Hornsby, experienced a formal induction in Cooperstown.

Hall of Fame weekend is the bread-and-butter moment of the year for local business owners, who count on a substantial influx of fans to help make ends meet. A record crowd of over 70,000 descended on this one-stoplight village six years ago for the induction ceremony honouring Cal Ripken Jr. and Tony Gwynn.

?It was crazy busy,? said Sherrie Kingsley, who with her husband operates The Inn at Cooperstown. ?It was an overwhelming amount of people for our village, but we were expecting it.?

Neither Kingsley nor Idelson is sure what to expect this time around, but they?re not too concerned. The Inn is booked as usual, and Main Street has been bustling.

?Hall of Fame weekend has taken on a life of being a weekend of baseball celebration,? Idelson said. ?Is it about the inductees first and foremost? Of course. It is a celebration of them. But it?s also the biggest baseball reunion there is on the baseball calendar.

?No, our numbers we don?t believe will be as robust as with the headline names. We still feel that the weekend is going to be successful.?

Electrician Watford: Pest Control Advice For Your Home And Family

If you're a homeowner, you have probably had to deal with a pest at one time or another. There are an endless variety of potential pests that may invade your home. Examples include flies, ants and racoons. Some, such as termites, can cause damage to your house. The following are a few ideas for eliminating such pests.

Use steel wool to fill any rodent holes. The steel wool makes it nearly impossible for rodents to chew through. Stuff any holes larger than 1/2 inch. Mice and rats can squeeze through some tiny openings.

Food should always be properly stored and sealed within its container when not in use. Pests often have very good senses of smell, so leaving the container open can attract them by smell. Be sure to keep trashcans emptied, as well. Trash is yet another source of alluring smells for the pests and should be avoided at all costs.

Suffering from a pest infestation? A simple combination of borax and sugar will eradicate them. The sweet sugar attracts ants and the borax then kills them. Make the mixture by taking a one-quart jar and adding equal parts sugar and borax. Make some holes in the jar so you can sprinkle the mixture where you have seen pest.

Do an inventory of your home, looking specifically for areas of stagnant water. Standing water attracts all kinds of pests. You should also check your plumbing for leaks. Keep in mind that like us, pests require water in order to live. Therefore, if you eliminate water from your home, pests will have no choice but to leave.

Plant bushes several feet from your home's exterior. Brush is a natural home to many insects and there is no way to prevent this. If you locate the brush right next to your house, the insects will inevitably find their way inside.

While fleas are difficult creatures, some things do work to eliminate them and their eggs. Investing in a quality flea spray can be an effective tool, as can vacuuming every day. Keep in mind that your vacuum bag should be disposed of immediately upon finishing vacuuming.

Mint is a great deterrent for keeping mice away. Put in mint plants around your home foundation. This will cause mice to move elsewhere. Mint leaves are a great way to make mice living in your home think twice. Mice usually don't like mint leaves, but you have to remember to keep fresh ones out.

Be sure your recycled goods are properly rinsed. One thing you must rinse are those cans that have high levels of sugar. Rinse soda cans out before storing them.

Is your home invaded by rodents? You must inspect your home for tiny cracks that animals can squeeze through. Poison or scouring pads can fill these cracks to solve your problem. In some instances, odor repellents like mustard oil might work.

No matter the type of pests, you want to eliminate them fast. Using these tips, you can better control them. Use what you have just read, and watch the pests quickly go away.

Later this year, the International Olympic Committee will decide whether to include Squash in the 2020 Olympics ? a decision marking a potentially momentous turning point in the history of the sport. As an avid squash player, I?m very excited about the potential for the game to join the Olympics. As an architect, I see the tremendous growth of squash as an opportunity for a transformation of the way the game is enjoyed at every level ? from the increasingly popular college and high school leagues, to new Urban Squash youth programs taking root in cities across the country, to the growing pro circuit in this country and around the world. The game of squash is poised to make a big leap, and the designs of new facilities will have to respond accordingly.

The fact that squash finds itself in this position is because it is one of the fastest growing sports in the world, with over 25 million players in 185 countries around the globe. Especially remarkable is the sport?s increasing popularity in the United States, where squash is growing faster than anywhere else, especially at the junior level. Recent data from the Sports & Fitness Industry Association indicates an incredible 82% growth rate between 2007 and 2011. This significant growth presents an opportunity to design new squash facilities that have the potential to become dynamic community centers in the 21st century.

Since the U.S. adopted the International squash standards in the 1990s, the stock of outdated American Hardball singles courts is slowly being replaced, first at the private club level and now increasingly at public universities and athletic facilities. In 1999, when I first arrived in Charlottesville, VA as a freshman at the University of Virginia, there were only two regulation courts in the entire area, and none on campus. While at the UVA, I started the Club Squash team and by 2003, my senior year, we were the first UVA squash team to ever go to the National Championships. That year there were only 35 teams competing at Nationals ? this past year the College Squash Association included over 75 teams! Charlottesville now boasts about 30 courts in the area, including a brand new 11-court facility completed by UVA this spring. Today, most colleges and universities are including squash courts in their new rec centers or building dedicated squash facilities. From our research into squash trends on college campuses, we see larger facilities being built in future years as new programs become more established and look to expand. ?

One of the most significant changes in the sport over the last few years has been the proliferation of the Urban Squash movement. Today, many major US cities are home to Urban Squash Enrichment programs that provide after school tutoring and mentoring to children in under-served communities. These programs use squash as the vehicle to teach health, character, and hard work. Here in Boston, I am involved with SquashBusters, the first program of its kind which operates out of its own facility on the Northeastern campus. In just the past year, SquashBusters has opened a new outpost in Lawrence, MA. In other cities like Philadelphia and New York, these types of programs have built their own dedicated facilities that include classrooms, conference rooms, and other support spaces. As other programs grow, more facilities like this will be built.

Not only is squash growing at a remarkable rate, but it is becoming more visible to the public at large. Moveable all-glass exhibition courts can be erected temporarily to stage tournaments anywhere. Thousands of people pass by the Tournament of Champions held each year in New York City?s Grand Central Terminal. Tournaments have also been held at Chicago?s Millennium Park, on the harbor in Hong Kong, and at the Pyramids in Giza. Streaming High Definition broadcasts of professional tournaments around the globe make viewing the highest level of competition available to all.

Be it near an academic quad or right in the grid of Manhattan, these new facilities must meet the current standards of the sport, for both those playing it and those watching. New facilities must respond to the various use requirements of squash, be it team practice and training, recreational play, or tournaments. In order to do so, designs must focus on the spaces outside the courts, not just the courts themselves. New facilities must provide a variety of viewing options and support spaces. Our design for The Squash Center, a proposed 17-court facility in New York City that would be the largest in the country, includes social spaces with adjacency to the courts to encourage the ?community? aspect of the sport.

Norfolk woman to help kids in Africa

A Norfolk woman spent the last few years helping children whose parents are behind bars. Now, she's taking her efforts across the globe to Africa.

Carolyn LeCroy created "The Messages Project" in the 1990's. Her organization goes into prisons and
records messages of parents reading books or saying something special to their children. Then LeCroy's group takes those messages to the children so they still feel connected to their parents.

"The messages are messages of love, messages of hope, messages to let the children now it's not their fault," LeCroy said. "One of the things we know is that to help reduce recidivisms, a strong strong family bond is necessary."

The Messages Project has spread to several different states, and was honored by CNN in 2008. LeCroy leaves Saturday to take the project to Africa. For more details go to LeCroy's website.

Somerville mayor: I may run for governor in 2014

SOMERVILLE, Mass. ? Somerville Mayor Joseph Curtatone has confirmed he's considering running for governor, a move that could add yet another candidate to an already crowded Democratic primary race.

Curtatone told reporters Thursday that he has no firm timetable for making a decision, but said he's confident he has more than enough skills to do the job of governor.

"The opportunity to do the innovative work that's been lauded nationally, internationally here in Somerville on a statewide level is intriguing to me," said Curtatone. "I'll come to some conclusion in the near future."

Curtatone said he's also running for re-election as mayor in November, an office he's held for a decade, and may have a decision on a bid for governor before then.

Curtatone would join a burgeoning Democratic field.

State Treasurer Steven Grossman announced at the annual convention of the Massachusetts Democratic Party on Saturday that's he'll be a candidate for the state's top political office next year.

Other announced Democratic candidates include state Sen. Dan Wolf from Cape Cod, Newton pediatrician Don Berwick and former Wellesley selectman Joseph Avellone.

Attorney General Martha Coakley also attended the Democratic convention and told reporters that she's "definitely thinking about" running, but hasn't made a final decision.

Other possible Democratic candidates for governor include U.S. Reps. Michael Capuano and Stephen Lynch and Juliette Kayyem, former Massachusetts homeland security undersecretary.

Curtatone said he's keeping an eye on which other candidates may jump into the race, including Coakley and Capuano, a former mayor of Somerville.

"I'm going to make my decisions based on my own personal analysis, but to say you ignore the field, it would not be truthful," he said.

On the Republican side, Charles Baker, former chief executive of Harvard Pilgrim Health Care and the 2010 Republican nominee for governor, is weighing another run for the job.

Former U.S. Sen. Scott Brown has also been mentioned as a possible GOP candidate.

Also Thursday, Massachusetts Environmental Secretary Richard Sullivan confirmed that he is considering a run for lieutenant governor.

Sullivan, who served 13 years as mayor of Westfield, said he'll make a final decision over the next few months, but said his western Massachusetts perspective would be an important asset in the corner office.

"With the skill sets I bring, I think I would be a valuable partner" to whichever candidate wins the Democratic primary for governor, Sullivan said.

Two Democrats have already declared their candidacies for lieutenant governor including Steve Kerrigan, a former Lancaster selectman and chief of staff to former Attorney General Thomas Reilly, and Mike Lake, executive director of the World Class Cities Partnership, headquartered at Northeastern University.

Rep. Harold Naughton, a Clinton Democrat, is also weighing a run for lieutenant governor.

The race for both governor and lieutenant governor is wide open as Gov. Deval Patrick and former Lt. Gov. Timothy Murray, both Democrats, have said they are not in the running.

Patrick has served two terms and won't seek a third. Murray resigned from his post earlier this year to take a job as head of the Worcester Regional Chamber of Commerce.

Liz Cheney announces Senate bid, will challenge GOP incumbent

Liz Cheney, the daughter of former Vice President Dick Cheney, announced on Tuesday that she is running for the U.S. Senate in Wyoming in 2014. After months of speculation, Cheney confirmed rumors that she would challenge incumbent Republican Sen. Mike Enzi.

Enzi, who has not made a formal announcement about his re-election plans, has been expected to run. In an impromptu interview with congressional reporters Tuesday, Enzi said, "I thought we were friends," when asked about Cheney's announcement.

"Well, she said that if I ran she wasn?t going to run, but obviously that wasn?t correct,? he added.

Enzi, who has served as one of Wyoming?s two senators since 1997 has noted in recent interviews that Cheney previously called him to explain that she was considering a primary challenge to him next year.

?Over the last several years, citizens across our great state have urged me to consider running for the Senate in 2014,? Cheney said in a video announcement posted online.

Wearing a denim T-shirt and standing in front of an open field, Cheney spent much of the video?s nearly six-minute-length criticizing President Barack Obama while simultaneously stressing her Wyoming roots.

?We are blessed by our heritage in Wyoming. A heritage brought here by our forefathers and mothers,? Cheney said, noting that her family first came to Wyoming in 1852, ?in search of religious freedom.?

However, Cheney herself, 46, is not a native of the state. She was born in Madison, Wis., and graduated from high school in the Virginia suburbs surrounding Washington, D.C. She attended college in Colorado and Chicago and has spent the vast majority of her professional life inside the nation?s capital.

Most recently, Cheney served as an analyst for the Fox News Channel. A Fox News spokesperson tells Yahoo! News that Cheney resigned from the position on Tuesday to focus on her campaign.

In the video, Cheney cites the national debt, gun rights and foreign policy as her primary areas of interest.

?Today, these values are under assault by a federal government grown far beyond anything the pioneers of our great state could ever have imagined, or would have tolerated,? she says.

Cheney appears tightly focused throughout the video, never once smiling.

She does not mention Enzi by name in the video but does make reference to what she calls Obama?s ?liberal allies? in the federal government.

?Instead of cutting deals with the president?s liberal allies, we should be opposing them every step of the way,? she says.

Enzi has maintained a solidly conservative rating over the years, receiving perfect ratings from the National Right to Life Center, The American Conservative Union, Americans for Tax Reform and the Family Research Council.

In 2012, National Journal rated Enzi as the fourth most conservative U.S. Senator .

Still, even if Enzi has strong conservative credentials, Cheney says it's time for new blood in Washington.

?I?m running because I believe it is necessary for a new generation of leaders to step up to the plate,? she says. ?As a mother and a patriot, we can no longer afford to go along simply to get along.?

'Dexter' exclusive clip: Deb is grilled on murder

Is Deb's luck running out on "Dexter"? Sure, she went to Miami Metro on Sunday's episode to make a huge -- and very drunk -- confession about killing Capt. LaGuerta. But lucky for her, it was Quinn who heard her spill her guts rather than a sharp detective who would've double checked her tale.

As the latest episode hinted at the end, help is coming for the very troubled former lieutenant. Dr. Vogel is stepping in at Dexter's request, but based on a clip from the upcoming episode that Showtime is sharing exclusively with TODAY.com, Deb's not exactly getting the nurturing, "spiritual mother" side of the Psychopath Whisperer that her brother sees.

It's quite the opposite, in fact, as Dr. Vogel confronts Deb about her role in LaGuerta's death.

"You knew the moment you pointed that gun at LaGuerta it was wrong! And still you pulled the trigger!" Vogel insists in the clip. "You shot a woman in cold blood! You let her bleed out and did nothing!"

The courtroom-style grilling probably wasn't what Deb had anticipated when she wanted to reveal the truth, and we're not sure it's exactly the right tone for someone in such a ... umm ... delicate state of mind. But hey, the Psychopath Whisperer's the expert here.

See whether Dr. Vogel's tough-love method helps Deb or makes things worse when the next episode of "Dexter" airs Sunday at 9 p.m. on Showtime.

Opera singer Placido Domingo leaves hospital in Spain

MADRID (Reuters) - Opera singer Placido Domingo left a Spanish hospital on Saturday after being hospitalized earlier this week because of a blood clot in his lung, according to a posting on his official Twitter account.

Domingo tweeted "Going home" and posted a picture of himself getting into a car. The 72-year-old Spaniard posted the same message on his Facebook account.

The operatic tenor, who is general director of the Los Angeles Opera, was forced to cancel several appearances due to his illness but is expected to make a full recovery in three to four weeks, his publicist said on Tuesday.

Domingo, who was treated at a hospital in his hometown Madrid, is one of the best-known opera singers in the world and has sung 142 different roles.

WASHINGTON President Barack Obama is hitting the links with two ESPN commentators.

The White House said sports commentators Michael Wilbon and Tony Kornheiser (KORN'-hy-zer) were in the president's golfing party Saturday. The fourth player was not identified.

Obama is playing at the Army's Fort Belvoir in Virginia, south of Washington. The president is an avid sports fan and viewer of ESPN programming.

7 Saudis imprisoned for using Facebook to urge protests

"Sending people off to years in prison for peaceful Facebook posts sends a strong message that there's no safe way to speak out in Saudi Arabia, even on online social networks," said an official with the Human Rights Watch group.

Saudi Arabia has sentenced seven activists from its restive Eastern Province to prison terms ranging from five to 10 years for posting messages on Facebook calling for anti-government protests, Human Rights Watch said on Sunday.

The New York-based rights group urged EU foreign policy chief Catherine Ashton and other European officials who were meeting with Gulf counterparts, including Saudi Arabia, in Manama on Sunday to condemn the convictions.

Eastern Province has seen occasional protests by minority Shi'ite Muslims over the past two years against alleged discrimination and negligence, which the Riyadh government denies.

"Sending people off to years in prison for peaceful Facebook posts sends a strong message that there's no safe way to speak out in Saudi Arabia, even on online social networks," Joe Stork, Human Rights Watch's deputy Middle East director, said in a statement.

"If the EU doesn't raise these cases with Saudi officials this weekend, its silence will look like craven compliance with the rights abuses of an authoritarian state."

Saudi Interior Ministry officials were not immediately available for comment.

A Saudi-based human rights campaigner said the activists were all Shi'ite from al-Ahsa governorate who had set up Facebook pages to urge people to stage demonstrations. "The sectarian situation in the region made the sentences tough and unreasonable," he said, speaking on condition of anonymity.

Human Rights Watch said the seven men were detained in September 2011 and had spent a year and a half in prison before being tried by a special tribunal set up in 2008 to handle terrorism-related cases.

The court did not charge the men with directly participating in the protests, Human Rights Watch said, rather with inciting "protests, illegal gathering, and breaking allegiance with the king".

Saudi Arabia swiftly moved in early 2011 to quell protests by minority Shi'ites over the deployment of Saudi forces to nearby Bahrain to help crush anti-government demonstrations there. A majority of Bahraini citizens are Shi'ites.

But discontent lingers on with occasional protests in eastern Saudi Arabia, where at least 20 people have been killed by security forces since 2011. On Thursday, thousands of Shi'ites protested against the kingdom's ruling al-Saud family at the funeral of a wanted man shot dead by police, an incident that ended months of relative calm in the province.

(AP) ? The Obama administration faced a breakdown in confidence Sunday from key foreign allies who threatened investigations and sanctions against the U.S. over secret surveillance programs that reportedly installed covert listening devices in European Union offices.

U.S. intelligence officials said they will directly discuss with EU officials the new allegations, reported in Sunday's editions of the German news weekly Der Spiegel. But the former head of the CIA and National Security Agency urged the White House to make the spy programs more transparent to calm public fears about the American government's snooping.

It was the latest backlash in a nearly monthlong global debate over the reach of U.S. surveillance that aims to prevent terror attacks. The two programs, both run by the NSA, pick up millions of telephone and Internet records that are routed through American networks each day. They have raised sharp concerns about whether they violate public privacy rights at home and abroad.

Several European officials ? including in Germany, Italy, France, Luxembourg and the EU government itself ? said the new revelations could scuttle ongoing negotiations on a trans-Atlantic trade treaty that, ultimately, seeks to create jobs and boost commerce by billions annually in what would be the world's largest free trade area.

"Partners do not spy on each other," said EU Justice Commissioner Viviane Reding. "We cannot negotiate over a big trans-Atlantic market if there is the slightest doubt that our partners are carrying out spying activities on the offices of our negotiators. The American authorities should eliminate any such doubt swiftly."

European Parliament President Martin Schulz said he was "deeply worried and shocked about the allegations of U.S. authorities spying on EU offices." And Luxembourg Foreign Minister and Deputy Prime Minister Jean Asselborn said he had no reason to doubt the Der Spiegel report and rejected the notion that security concerns trump the broad U.S. surveillance authorities.

"We have to re-establish immediately confidence on the highest level of the European Union and the United States," Asselborn told The Associated Press.

According to Der Spiegel, the NSA planted bugs in the EU's diplomatic offices in Washington and infiltrated the building's computer network. Similar measures were taken at the EU's mission to the United Nations in New York, the magazine said. It also reported that the NSA used secure facilities at NATO headquarters in Brussels to dial into telephone maintenance systems that would have allowed it to intercept senior officials' calls and Internet traffic at a key EU office nearby.

The Spiegel report cited classified U.S. documents taken by NSA leaker and former contractor Edward Snowden that the magazine said it had partly seen. It did not publish the alleged NSA documents it cited nor say how it obtained access to them. But one of the report's authors is Laura Poitras, an award-winning documentary filmmaker who interviewed Snowden while he was holed up in Hong Kong.

Britain's The Guardian newspaper also published an article Sunday alleging NSA surveillance of the EU offices, citing classified documents provided by Snowden. The Guardian said one document lists 38 NSA "targets," including embassies and missions of U.S. allies like France, Italy, Greece, Japan, Mexico, South Korea, India and Turkey.

In Washington, a statement from the national intelligence director's office said U.S. officials planned to respond to the concerns with their EU counterparts and through diplomatic channels with specific nations.

However, "as a matter of policy, we have made clear that the United States gathers foreign intelligence of the type gathered by all nations," the statement concluded. It did not provide further details.

NSA Director Keith Alexander last week said the government stopped gathering U.S. citizens' Internet data in 2011. But the NSA programs that sweep up foreigners' data through U.S. servers to pin down potential threats to Americans from abroad continue.

Speaking on CBS' "Face the Nation," former NSA and CIA Director Michael Hayden downplayed the European outrage over the programs, saying they "should look first and find out what their own governments are doing." But Hayden said the Obama administration should try to head off public criticism by being more open about the top-secret programs so "people know exactly what it is we are doing in this balance between privacy and security."

"The more they know, the more comfortable they will feel," Hayden said. "Frankly, I think we ought to be doing a bit more to explain what it is we're doing, why, and the very tight safeguards under which we're operating."

Hayden also defended a secretive U.S. court that weighs whether to allow the government to seize Internet and phone records from private companies. The Foreign Intelligence Surveillance Court is made up of federal judges but does not consider objections from defense attorneys in considering the government's request for records.

Last year, the government asked the court to approve 1,789 applications to spy on foreign intelligence targets, according to a Justice Department notice to Congress dated April 30. The court approved all but one ? and that was withdrawn by the government.

Critics have derided the court as a rubber-stamp approval for the government, sparking an unusual response last week in The Washington Post by its former chief judge. In a statement to the newspaper, U.S. District Judge Colleen Kollar-Kotelly refuted a draft NSA inspector general's report that suggested the court collaborated with the executive branch instead of maintaining judicial independence. Kollar-Kotelly was the court's chief judge from 2002 to 2006, when some of the surveillance programs were under way.

Some European counties have much stronger privacy laws than does the U.S. In Germany, where criticism of the NSA's surveillance programs has been particularly vocal, Justice Minister Sabine Leutheusser-Schnarrenberger likened the spying outlined in the Der Spiegel report to "methods used by enemies during the Cold War." German federal prosecutors are examining whether the reported U.S. electronic surveillance programs broke German laws.

Green Party leaders in the European Parliament called for an immediate investigation into the claims and called for existing U.S.-EU agreements on the exchange of bank transfer and passenger record information to be canceled. Both programs have been labeled as unwarranted infringements of citizens' privacy by left-wing and libertarian lawmakers in Europe.

The dispute also has jeopardized diplomatic relations between the U.S. and some of it its most unreliable allies, including China, Russia and Ecuador.

Snowden, who tuned 30 last week, revealed himself as the document leaker in June interviews in Hong Kong, but fled to Russia before China's government could turn him over to U.S. officials. Snowden is now believed to be holed up in a transit zone in Moscow's international airport, where Russian officials say they have no authority to catch him since he technically has not crossed immigration borders.

It's also believed Snowden is seeking political asylum from Ecuador. But Ecuadorean President Rafael Correa signaled in an AP interview Sunday that it's unlikely Snowden will end up there. Correa portrayed Russia as entirely the masters of Snowden's fate, and the Kremlin said it will take public opinion and the views of human rights activists into account when considering his case. That could lay the groundwork for Snowden to seek asylum in Russia.

Outgoing National Security Adviser Tom Donilon said U.S. and Russian law enforcement officials are discussing how to deal with Snowden, who is wanted on espionage charges. "The sooner that this can be resolved, the better," Donilon said in an interview on CNN.

House Democratic Leader Nancy Pelosi has a different take on what to do with Snowden. "I think it's pretty good that he's stuck in the Moscow airport," Pelosi, D-Calif., said on NBC's "Meet the Press." ''That's ok with me. He can stay there, that's fine."

Inter-county communications - The RadioReference.com Forums

I remember when I was monitoring in Missouri 25 years ago, that when counties needed to communicate with each other, they would use the point-to-point frequency of 155.370. I think that here in Arkansas they used 37.240, correct?

Anyway, obviously they still communicate with each other, but not via radio. Are they using teletype? Email? How do counties communicate information with each other?

'Monsters University' Holds Off 'The Heat' For Top Box Office spot

Monsters University may have held off The Heat for top spot at the box office, but The Heat did well for an R-rated comedy that was out-promoted by White House Down.

White House Down, which spent plenty of money for spots during the NBA Finals and across TV, could only take a distant third with $26.6 million. Monsters University took around $46 million and The Heat earned $40 million. World War Z and Man of Steel round out the top 5 at $29 million and $21 million, respectively.

It's quite possible crowds were either confused by fellow "White House attacked" film Olympus Has Fallen, or found the idea tiresome after the previous movie's March release.?

White House Down's production budget was around $150 million, and that doesn't count millions spent on the film's glut of advertisements - so it has quite a ways to go to recoup the studio's investment.?
